First, make sure you aren't using products that exacerbate the problem. Avoid harsh cleansers and astringents. Though the old rumour that skin will produce 'more' oil when stripped isn't quite true, its oil production will be more obvious as the skin's natural barrier function is depleted.
There are a few things you can do to help naturally control the oil, before you apply your makeup. First, a little education in skin. The oilier the skin the more androgens are being produced. Both spearmint and peppermint have been shown to directly reduce androgen, and thus oil. A cheap and easy option is Sea Breeze sensitive skin astringent:

Some beauty guru's will not like its formulation because of the alcohol content (though it is small) and the mint. For example, Paula Begoun. She dislikes pretty much anything listed as a 'potential irritant' - and will often isolate 'factoids' and espouse them as whole truths. A misleading and disreputable way to sell her own product.
At any rate, when my skin was in its oiliest stages, this product was just shy of a miracle for me.
Another thing you can try if you'd like to avoid the alcohol content is spearmint or peppermint tea. Bigelow brand makes a Plantation Mint flavor, which is simply black tea and spearmint leaves. The black tea contains tannins which are highly antioxidant, and can help tighten the skin's cellular web. Another choice is plain peppermint tea, there are a number of options, I like Twining's. Simply brew as you would any tea, cool, pour into a clean, empty bottle, and apply like a toner. Keep refrigerated when not in use, and make a new batch every 5 or so days.

On to the actual question! I really like Olay moisturizers as my base. They add enough hydration without being oily, and contain enough silicone to slightly matify the skin.
The next product I use is Hard Candy's Sheer Envy Shine Free primer:
It's cheap, no animal testing, and available at walmart. It controls oil very well for me, and makes my makeup last all day. I used it last summer during a 100+ degree heat wave, and was fairly amazed to check my makeup and see it had not budged, even after repeatedly blotting sweat off my face with cheap napkins.
The foundation I wore that week, and that has performed very well for me over the years is Revlon's Colorstay Mousse. I like it far better than the original. It has a thicker consistency, but can be sheered out easily with a damp beauty blender type sponge.
Of worthy mention is another answer's pick - Maybelline Matte & Poreless. Both the foundation and powder are excellent. The foundation is a sheerer formula than Colorstay, but still full coverage. It contains powders to absorb oil and create an HD finish, and only cakes for me under extreme circumstances.
I would recommend the Matte & Poreless powder to finish things off. It is very finely milled, and even if you use a ton, it rarely cakes. Avoid heavy application over fine lines, if you have them, other than that it has performed near flawlessy for me. I hope it never gets discontinued.
A tip on powder application for oily and/or large pored skin: Use a sponge or a puff. I know brushes are all the rage, and there seems to be a bit of stigma against using a puff right now, but puffs are the best choice for many of us.
Simply pat the puff onto the powder and then press and roll it onto the skin to evenly distribute the powder, and press it into the pores. This will improve oil control, and minimize the pore's appearance. Here's a tutorial by highly regarded makeup artist Wayne Goss:
